There are three different services available: HOME, HARP, and affordable housing development. Income eligibility is based on 80% of the median income, which will be different in each county.
HOME: Owner occupied houses. All types of rehabilitation. According to Housing Quality Standards (HQS). HQS are the HUD minimum housing code. Must have clear title.
HARP: Home ownership and Rehabilitation Program. North Dakota Housing finance agency purchases house that meets guidelines for rehabilition on clients behalf, rehabilitates house up to HQS standards, then sells back to client at an affordable mortgage. Clients must have excellent credit ratings.
Affordable Housing Development: Affordable housing development may consist of a wide range of single and multi-family housing activities designed to provide the most affordable safe and secure housing possible. Funding for affordable housing is usually obtained from a variety of sources but usually starts with funds available to Community Housing Development Organizations (CHDOs) through the HOME program funded by the US Department of Houisng and Urban Development. DPCAA has primarily been involved in the development of affordable single family homes throughout the six county service area.
DPCAA provides support and access to Homebuyer Education classes and can assist individuals obtain homebuyer education by accessing a home study course. For more information and applications on these programs contact Darrell Nilep at DNilep@gondtc.com.
