SouthEastern North Dakota Community Action Agency (SENDCAA) is one of seven Community Action Agencies operating in North Dakota and serves the following counties: Steele, Traill, Cass, Ransom, Sargent, and Richland.

To provide a range of services and activities designed to alleviate poverty and give low-income people the opportunity to improve their standard of living and achieve self-sufficiency.


SENDCAA Programs and Services

  • Child & Adult Care Food Program

    The South Eastern North Dakota Community Action Agency is a sponsoring organization of the USDA Child Adult Care Food Program in North Dakota. The goal of the Child Adult Care Food Program (CACFP) is to assist in providing nutritious meals and snacks for children (birth through age 12) in family child care homes.

    Participating on the CACFP will give you the tools to help the children enrolled develop healthy eating habits. The SENDCAA CACFP services the counties in the eastern part of the state, including: Cass, Grand Forks, Nelson, Ransom, Richland, Sargent, Steele, Traill, Barnes, Lamoure, Dickey, Griggs, Eddy, Wells, Ramsey, Cavalier, Pembina, and Walsh counties, serving approximately 330 providers and 2,500 children on a daily basis

  • Child Care Center

    Full day, year-round services for Head Start and low-income families, providing a safe and friendly environment that encourages children to learn.

    SENDCAA Child Care Center provides full day, year round services for low-income families and families whose children are enrolled in Head Start Birth to Five.  We provide a safe and friendly setting that encourages children to learn.

    Our program is set up to provide intellectual, emotional, social, and physical development for each child. Daily activities are used to stimulative the cognitive and creative skills of your child, as well as build their communication.

    Each week, the class will focus on a concept or theme that is developmentally appropriate for their age group. These concepts are used to help your child grow and become developmentally ready for Kindergarten. There will be time for the child to express themselves individually and build self-esteem throughout the day.

  • Head Start Birth to Five

    The Head Start Program and Early Head Start Programs exist to provide a comprehensive early childhood education, health, nutrition, and parent involvement services to low-income children and their families.

    The SENDCAA (SouthEastern North Dakota Community Action Agency) Head Start Program and Early Head Start programs provide these comprehensive services to children from birth to 5 years of age, and their families in our various locations across North Dakota.

    Our classroom teachers, paraprofessionals, along with educators in the areas of health, nutrition, and family involvement and other staff provide wrap-around services to ensure children become school ready as well as to foster stable family relationships, enhance children's physical and emotional well-being, and establish an environment to develop strong cognitive skills.

  • Region V Community Development Corporation (RVCDC)

    The Region V Community Development Corporation has a principle purpose of planning, owning and managing affordable housing projects in Southeastern North Dakota.  These projects benefit lower income households, which are households with an annual income that does not exceed 80 percent of the county median income level.

    Projects developed by the RVCDC include the rehabilitation of existing buildings, new construction and single-family developments.

    The RVCDC has developed over 170 units of affordable housing in the communities of Lisbon, Gwinner, Milnor, Wahpeton, Hankinson, Fairmount, Fargo, West Fargo, Casselton, Hatton and Northwood.

  • Self-Sufficiency

    The Self Sufficiency program is comprised of a variety of services all designed to improve the standard of living and help promote the self-sufficiency of low-income individuals.

    Commodity Supplemental Food Program - Distributes commodity foods to low-income seniors

    Energy Share - Assistance in paying for a past due light bill in the event of a financial crisis

    Emergency Financial Assistance - Includes a variety of emergency rent and utility assistance

    Supportive Services for Veteran Families (SSVF) - Provides Homeless Prevention and Rapid Re-housing services to qualifying Veteran families

    Tri-State Help/HOPWA - Provides financial and supportive services, including services to obtain affordable housing and help to HIV+ individuals for accessing healthcare

    Voluntary Income Tax Assistance - (VITA) - Free income tax preparation (available February 1 to April 15)

    Self Reliance Case Management - Individuals work one-on-one with a case manager who will help them achieve goals such as:

    • Career exploration
    • Goal planning
    • Money management/budget planning
    • Community resource information/referrals
    • Furthering education
    • Assertiveness/self-esteem development
  • Energy & Rehab

    Cooling Assistance - Provides a cooled living space for someone in the household with a medical need.

    Emergency Furnace and Water Heater Replacement

    Repair or replacement of a furnace or water heater if cost-effective repairs are not enough.

    Helping Hand - Addresses unmet housing needs for low-income families.

    Residential Energy Education Program (REEP) - Reduce energy costs by improving the energy efficiency of homes while ensuring health and safety. (Funded by Xcel Energy)

    Weatherization - Increase energy efficiency and cost-effectiveness of households.

    HOME Rehab - HOME Rehab helps homeowners maintain their residences as safe, sanitary dwellings that meet local housing codes and helps prevent houses from becoming dilapidated.
